You get them when you play long enough with the black mage job.

No; I forgot what level job you have to be, but at some point you just get the ability to use them. It doesn't notify you or anything, you just gain the ability to use such high level magics. The first place you'll be able to purchase them is the village of Moore in world 2, the last place is in world 3 in the Marage Village, that's where you not only get those, but all of your most powerful magics. Excluding the ones you unlock via places like fork tower nearing the end of the game of course.

Marage villages location is in the forest in which you located the black chocobo in the first world, which is known as the 3rd world nearing the end of the game. Go to that very same forest, walk around a bit, and you will be transported to the Marage Village. When you go to the village, be sure not to be fooled by it's surroundings. There are many secrets there, and most of the shops have 2 merchants. Including the magic shop, in which the secret merchant holds what you wish to find.

Correct Nina. That is the where you will find the Black Chocobo's dwelling which is now known as the Marage village in the 3rd world. Search the giant Crescent for that small patch of trees, walk around it for a while, and you will then be transported to the marage village. But only if you are in the 3rd world.

It cannot be done in the beginning of the game, and it's not in Galuf's world either.

black mages get to use them whenever, but leveling them up and getting the black ability lets them allow others to use higher levels
