After the chef removes the guts and chops the head, basically the remainder of the squid's movement is muscle reaction, it's not alive anymore. The chef was also very quick with the animal so it doesn't seem to have suffered. Kind of like adding salt to frog legs, the animal's obviously dead but the muscles continue to function when stimulated.

Good restaurants dont serve fish or squids just from fish tanks. Fish are tastier hours after killed, and squids are tastier after being frozen. Also fish tanks are not clean usually.
