The thing about this move is, it happens very quickly -- and as with any submission hold, the key is to hide it until its sprung. So yes, his arms are free. But that won't matter IF the conditions are there to secure the hold quickly. Of course, in a tournament, you don't want to break the ankle, and this hold can take too long to secure if applied gradually.
i did a toe hold in a street fight after ending up on the ground... his foot made the same sounds and when i pour a bowl of rice krispies.... one of my favourite submissions
i love when people say "oh you'll only get a beginner with that more".. arm bars and guillotines are some of the first subs you learn yet theyre ridiculously common, even in very high ranking competitions. if someone is good at "hiding the sub" and can put it on fast, then he's got a chance of getting it against anyone, white belt or black
Minor quibbles: you want to use your whole body to enact the lock, not just your arms. You want to move the leg AWAY from the guy's body and take an angle rather than turn your back to him. You point the toes at the butt crack. And make sure you really flex those toes. Given that your aren't securing a lot of your opponent's body, you need to be able to get this very quickly. Gradual pressure gives him too much time to roll or sit up into you.

Then the toe holdee has one the war while you settle with winning the battle, like a bee that stings it's opponent, the opponent lives, but the bee dies. I have given many a fungus from my gree nailed toes. AHAHAHAHAHAHA!
yea this one is effective but only if sumone is just starting out training or they just dnt recognize a toe an foot lock...even a intermediate white belt will roll frm this or even try an pull guard again...if they recognize whats goin on
