The problem with Boggs stems from the prison system failing... General population is too dangerous because the system cannot control the violence. Yet segregation where the system keeps you locked you up with nothing to do, no stimulation, would send anyone mentally ill. Boggs had a good point at 07:53 to 08:04 if only he could do something while being in protective custody.
