Such sounds are common especially on older fax machines and dialup modems, but plenty of more modern wireless networking devices create such signals as well. Either you've got mobile broadband of some sort, or someone in your general georegion does. If it's not you or anyone close to you, then it's likely quite a high-end system such as major corporations or governments use.
