This happened to me once.

My sims live in a house called The House Of Fallen Trees and it's got this huge basement. It's most always flooded. My Sims never seem to notice tho.

@xheartzx33 If the neighborhood land level is too low, you have to avoid building basements (at least that you want to make a story about a flood). Use a neighborhood with a higher land level (the height difference beetwen the water and the land) but don't move your sims to another neighborhood or it will corrupt.
