Many of the comments here seem to indicate that conventional education has failed us. Many people are ashamed of the human body, while many others are fixated on sexuality.
But the subject of breasts being exposed or covered up is very complex. It’s more than just a matter of equality. It's also a health issue. Breast development should be supported by educational materials so girls don't feel ashamed of exposed breasts.

You know nothing about Europe. Topless is only common along the coasts of the Mediterranean Sea (Italy, Spain, France). And even there, most women do not go topless. It's usually just tourists from other countries.
You will never see a woman topless at the pool, lake, or water park. In fact, walking topless through the city is banned in most European countries.
Many European countries have laws banning topless sunbathing (Ireland, UK, Malta, Poland, Albania, Cyprus, Estonia).

Exposing breasts in public is completely legal in the UK, unless I believe there is some sexual element to it.

The police in the UK can still arrest you for public nuisance or indecent exposure. Most British are too conservative anyways. My British friend was amazed when he visited me in USA and saw my neighbor washing her car topless. He said it would never be allowed in the UK. I live in the state Oregon.
In America, topless is legal in most states. All beaches in Florida, Texas, New York, California, Hawaii, Ohio (and other states) allow women to be topless in public.

The only major networks with nudity are the cable channels, like HBO, Showtime and Starz etc. The movement on the drug issue in the US is commendable, but the porn industry and limited gay rights are hardly indicative of a liberal society. The US is still incredibly homophobic and racist compared to Western Europe.

I'm not sure how going topless (free your breasts) can free your mind. It's just conforming to another standard but conforming nonetheless. True freedom comes from mastering one's self and appetites.
