@paka576 I would argue that the Weeping Angels arethe scariest things on Dr. Who. However the Cyber men are freaking terrifying because they were all once people. You are confronted by the knowledge that these heartless, evil creatures are people plugged into a computer system. The Daleks have no conscious, they will kill everything and anything in their path because they truly believe they should, and they never seem to all die. That eternal belief of superiority is scary enough.
