The regulation's logical conclusion is that the material----waste, liquid, cover soil(materials that are contaminated) road mud or whatever else that exits the landfill on the undercarriage of the truck, or the truck tires or the "mud" flaps, hoses or other apparatus under the truck is -(according to DEC definitions) Solid waste must be confined to an area that can be effectively maintained, operated and controlled.
Dump fairy would eat cow manure but not toxic waste,dude...but if tampons and massive garbage liquids/solids from 50,000 homes came pass this farm everyday,then no chicken would cross the road.
