Monte carlo was debuted in 1969 for the sales year of 1970. First gen Monte Carlos were 70, 71 and 72. This one looks like a 70 due to the round turn signals in the front bumper. I have a 71 which has rectangular signals in the bumper. 72 Has them on either side of the grill.
