Why does this video show crime rate for 2005 as if it is all blamed on New Orleans people. Houston had a high crime rate before Katrina. I know people from there.

Conservatives bought this on themselves. I'm not blaming Texans for this but Conservatives in Louisiana facilitated the conditions in New Orleans that created the (minority) criminal element.
It's not the poor peoples fault the govrnment doesn't take care of the education system that was thrown at the New Orleanians. An education is the foundation for a successful future, but these people was not given a fair chance like many people from the suburbs.

Get to the source of the problem. Don't just point the finger at black people and say "they just don't care about crime".
The problem of crime is a social peoblem that people are not approaching correctly.
Crime in Houston is high because drug dealers from New Orleans & Houston are fighting over territory. If drugs were legalized & controled by the government, the dealers wouldn't have any streets to fight for.

The only thing that keep drug dealers in business are the huge profits. If the state would distribute the drugs to addicts for free or a fraction of what dealers charge, the addicts wouldn't pay the dealer & the dealers would soon go out of business.
If addicts were going to government controled facilities to get the drugs they are addicted to, & recieve counseling about addiction, the streets would be worth $0 to a dealer & will leave the community.

People need to understand drug addiction. Addicts are physically addicted to hard dugs (crack, herioine, meth), & when the drugs ware off, the addict begins to feel physical pain. Like a charlie horse cramp over your whole body. It's painful when drugs ware off of them. So they will need the drugs just to function without that hurting feeling.
SO addicts will need to buy their drugs from someone. it's a social problem we need to deal with.

I have several questions for you. Are you using ARCINFO or ArcGIS software? What parameters are you utilizing for linking rapes and burglaries? What is the distance of the buffer zone for burglaries and car theft? I am curious what coordinate system are you using? It looks good from here, anyway.

Parameters for linking rapes and burglaries? Do not understand your question. They are not linked. They are just plotted together. Each crime has its own location. Crimes can be sorted grouped and displayed by type, premise type, date range.
Buffer zone for burglaries and car theft? Again not sure what you are asking. There is no buffer zone. Crimes are plotted by their specific coordinates.
Coordinate system are you using? Proprietary info.
