No,u don't have to finish the game!if u go to San Fierro at the driving lessons and get at every challenge at least a bronze medal u can buy the WANG cars.if u buy it,Cesar or someone will call u to do missions.if u finish those missions a video will appear with a garage.there u can mod racing cars!

u have a weak computer with only 20 fps...

On gta 4 on med-high graphics, i get around 40 fps. If you had better computer you could also make a video like this for gta 4 =D

you need to buy the car dealership and complete all of the san fiero garage missions or u cant make cars like that. try using cheats if u cant beat the missions or need more money. money cheat is r1 r2 l1 x up down left right up down left right. use the plus arrows on controller for cheat. and use the cheat during gameplay not in pause menu . that cheat will give u $25,000 , full armor, and full health.
