Nothing odd about this. Often almost on all the South Korean stations that have broadcast to the North you hear this. As soon as the programs sign off the noise stops. Al it is is North Korean jamming. In the evening hours in Asia when the Anti-Pyongyang stations are on air this is very common. But unlike the USSR and today China jamming from the DPRK is doe snot work well.
jammer, or a signal used to occupy a frequency so nobody else can use it. then when the user needs to send a message at a pre-determined time, they stop the signal and transmit their broadcast. can also be used to occupy one part of a frequency while a carrier signal is buried in the side band, if i understand it correctly.
i used to hear a strange white noise along with a clatter cound as if you were in a car going over a bridge when the tires hit those lines that go across the bridge that makes a sound of a horse running
Thanks! The first recording of this alarm noise had about 500 views, there's a few others I've recorded of it. I actually haven't listened to this one for a while, and wow, I forgot how bizarre it was!

it is an aircraft locator beacon sending out GPS Coordinates, and a basic alarm so we can find you when your plane crashes

On that day, a solar storm passed and killed all communication for periods of time. You may have been in the middle of that solar storm.
