It's certainly the handclap sound on a drum machine (no idea what drum machine is used on that track... Linndrums or something of that kind). So that's the sample of -probably real- handclaps, maybe through some filter. Or maybe it sounds filtered just because the sample has a 8-bit resolution (poor by today's standards).
