In episode one he mentions in passing that he was born that way, and there are various scenes throughout the episodes of people getting intimidated by his "mean look". I haven't seen the anime all the way through and I've never even touched the manga, so I don't know whether this has any plot/story significance or if it's just a character quirk of his.
