Dude it says LCPD (Liberty City PD) of course it's gta4. Also, anyone who's played cops 'n' crooks mode has probably seen that gas station a thousand times. Cool mod tho.

A for effort. However the "442" on top of the car belong to MPD 4th District cars. Yet there is a "canine" and "8664" on the rear bumper, which means cars from the Special Operations Division K-9 Squad. Two entirely different divisions. (I know I am being nit-picky...........LOL)
