you have to have ashe,vaan, and basch at over lv 62 and the have to hhave all 3 quickenings andd fllare andd just keep attacking hhim andd healing whhen they get undder 60% hheallth and whhen he starts bllinking redd throw quickenings at hhim but try to get as big as a chhain as u can.if hes still not ddeadd just keep attackking and hitting him with flares.thhts how i beat hhim

you don't have to be at lv62 I beat the game at lv46 without using any quickenings

No, they didn't. If you listen to what Penelo was saying about the Strahl being stolen. Then she says that if the rightful owners want her back there's nothing you can do about it. Balthier was the rightful owner,right?
