The Tamiya 1/32 F-15 kit is like the ultimate F-15 model! And you even added to it! Nice job! She is a beaut! You should try make a diorama for it and try to locate some 1/32 figures! Ehehehehehe...
This model nothing short of AMAZING. As far as the conversation concerning the ailerons is concerned - they are perfectly fine just the way they are. This is the normal position for them once the plane is on the ground and the power is off because of a loss in hydralic fluid that cause them to drop down. See pages 72 and 73 of Jake Melamphys "The Modern Eagle Guide".

A magnificent model - by any standards -- JModern jets are not my area of iexpertise - but the "ailerons" you are commenting about are actually flaps - I'm reasonably certain that the F15 and its ilk use elevons for their primary manouvering surfaces.
F-15 is designed with all-moving horizontal tail surfaces, however I would say the ailerons are needed as primary roll control elements, elevons only as secondary. Classic flaps are usually positioned closer to the fuselage - finally the flaps are also visible on the model...
