What a moronl, UAC is there to ensure its really you that doing the change--not some virus or evil software that wants to report back to its creators telling them your PC is ready to be hacked live on the internet. Also secpol.msc will ONLY work for Vista Ultimate
I do not know how many time I tell people but do not Turn off UAC in Vista

Here's a better way:
Click start. type "secpol.msc" in the search area, and press enter.
On the left, double-click Local Policies and then click Security options.
On the right, find the line marked: "User Account Control: Behavior of the Elevation Prompt for Administrators in Admin Approval mode"
In the box that comes up, click the down arrow and choose Elevate Without Prompting, and then click the OK button.
Click the red X on the Local Security Policy box.
