Fan translations aren't illegal. Downloading a pre-patched ISO of the game while you dont own it is another story, but downloading just the patch itself is fine.
Import the game if you care, since it seems you do, once you own it theres no problem in making your own back up and use the translation patch on it.

I first found out about the game a while back, but after playing Super Robot Taisen OG Saga:Endless Frontier i really really REALLY want to play it.
If i had a PS2 id more than likely import it.
Something to save cash for.
