if you dont move the aimer at all and wait till he finishes saying 'i have a positive id on imran zakhaev' you will hit the shot every time, no need to zoom or anything, as long as you shoot just as he finishes saying the word 'Zakhaev'

right after you took the shot, another team took a shot at him but they missed causing both bullts to hit each other right in front of his face and ricocheting your bullet to his arm. Its the only logical explanation.
