If any of that muscle wasn't fake then he would have kept it. All that training on drugs didn't allow him to keep an ounce because it was all fake...it was never his to begin with and that's the same for all these guys. His true size is what he sports today. Drugs only work when you use them.

I hear every rumor frm all the "experts" all the time about how you can roid yourself to the max and then go cold turkey and maintain it all with heavy lifting. Pharmicutical "muscle" can only be maintained with more pharmicuticals. Hogan is apparently living on coke and HGH and Lou is an HGH guy too. Lugar's body and appearance is the poster-boy look of where drug use ultimately leads you.

I remember one of the promos from when he had just started with the WWF, it was the one where he was at home, well it was said to be his home, and in my opinion he looked the best he ever had, apart from one Crockett show in the late 80's, I cannot remember the name of the show but he had on red trunks and he must of lost around 20lbs but he looked great for it. He had great definition in his hamstrings and lower back especially.
