This is not a crime. The management of the restaurant had total control of the situation. If they had any question as to the validity of his claims about a screwed up lunch order, they could have checked and known he was lying. The management was lazy and just doles out the free food with no question. I would have at least asked him how the food was paid for, cash/cc etc. Then ask him how much money he sent the boys in with, change he got back. It may be morally wrong, but this isn't a crime.
