try using aptana. its both a php editor ad has an internal server, it has split screen view so you dont need to have xampp running and dont need to have the internet open and constantly refreshing.
it also has the auto complete which helps when writing opening and closing tags
If the link doesn't work, paste it into notepad or any plain text editor and remove any hyphens ( - ) in url and copy it again and paste into browser address bar. :)

ubuntu is based on linux, and linux is great for servers, as it allows mutiple servers and linux uses less RAM than windows :D
