Seems like you haven't played many Japanese games. There is always a lot of English. Some may be written in Katakana, but there's always more than you expect. PS2, btw.

if you like naruto, one piece and dragonball z, it's definitely a great game.. it's better than n64 smash bros, but it doesn't stand a chance against melee or brawl. if you're still interested in buying it, try play-asia (google it). you'll need either a jp. ntsc-ps2 or a swapmagic or similar stuff to play it, though.

sorry, i don't know any cheats for this game. read kenneth cai's guide at gamefaqs for translations and unlock characters the regular way. it's not that hard. all you need is patience. :)
