by the way, we will conduct a provincial interschool debate on nov. 19 and i'm assigned as the deputy prime minister.

Here is the answer: After first minute of each speech opponent team members can stand up and ask the speaker question or give a comment. Of course the speaker have the right to accept the question or not. This is why people saying 'no thank you', and 'sit down' etc.
I'm watching these because at college they're starting up a debating society.. first two times it's just been a discussion and next week they're apparently going to move onto 'british parliamentary debates' so I'm looking it up... why are these people saying 'no thank you', and 'sit down' etc.?
