He never used it until he got his Geass in both eyes so probably he couldn't. I suppose his one eye Geass could only issue simple or short commands while his powered up two eye Geass could turn anyone into his slave.
@Omegamegamanzx Except this scene was before he had the 'double eyed' geass.... He could've issued the command from the get go, but didnt. I suppose Lelouch found that having an army that believed in a masked messiah was a lot more fitting to his plan. I also suppose that not using Geass in such a fashion would've make his actions more noticable (which Lelouch didn't want to become, out of fear of Nunnaly being used as a political tool).
That aside, even without the double Geass, this Geass was still a step up from his previous, since this one could not be deactivated. Perhaps it still had an increase in power.
