Go to Media Effects on Sony Vegas then go to Lens Flare. Choose a lens you want to do... For example: 105mm Prime Lens, 35mm Lens, Sunburst Effect etc.

Drag the chosen lens into a picture [in video track] and you should be able to see the lens. The box that came up titled "Video Event FX" is when you can move the lens.

There should be a box called light position in it. That is used to move the position of the lens. The scale below is the time line. Position you lens to a wanted spot then...

Then...

Move the line on the scale to another position. You then have to move the light position to a second spot. Cross the box. Click play. You should see the lens flare move. It's not confusing.

Do you mean the ray of sunlight?

If it is, it's in Video FX in Sony Vegas 8.0, and you go to Lens Flare, and use Sunlight Burst (I think that's the name....)

Drag it onto the background or whatever you want it to be on. (:
