Not an otter, the paws are wrong. Otter's paws are wide and the toes are set apart because of the webbing between the toes. Its a mink. The hair has begun to slip (that means fall out) because of flowing water over the submerged area of the carcass. I'm from northern Canada and have seen this many times.
