Sounds like this tune is of the Beltram / Frank De Wulf vintage '90 / early 91, sort of stuff that came out on R&S label. Or could be some other Belgian artist (CJ Bolland?) - there is a tune called 'Sit on the bass' by autonation which has the sample here.. Sorry I can't be of more help.
