You change clothes by going into one of CJ's safehouses (like the one on Grove Street) and then go into a particular room there (look for the yellow marker on the floor in front of a door). To change to other clothes than what CJ is wearing at the start of the game you'll have to buy those clothes at a store. If you play through the first 10 or so missions you'll get one mission where they show you how to do this.
