You have no idea what traffic jamms we're experiencing in holland, the police vehicle is very usefull and forces/instructs other cars to move out of the way by driving next to them, almost 'pushing' them out of the way, trust me, the police vehicle really gets ambulances to the accident/hospital faster.

The ambulance siren has a P.A. (public address) system where the driver can speak through the siren microphone and "instruct" through the powerful siren speakers.
The one thing everyone forgets to say it that the Rotterdam police has all over the route to the hospital units to close the road off for other traffic.
Thats also one of the reasons why the police car drives in front the ambulance, to give their position to the other units so they know when to close the road.
Beside that the escort unit can go ahead for the ambulance to clear the intersections where are no units to close it off.

What difference does it make if the lights and siren are from a police vehicle or an ambulance?
The ambulance lights are higher than the police car and may be seen sooner.
The ambulance siren speakers may also be higher and heard a little earlier.
The ambulance following the police car is hazardous.
One vehicle trying to get through traffic is easier than two.

Ambulance is bigger and seen earlier.

When police have escorted me, it was no faster.
From my higher view, I would have chosen different paths through traffic than the police officer did.
At one major intersection, while PD with siren blaring tried to make way through traffic backed up behind their red signal,
I could have crossed over at an opening in the raised median and silently left the police car far behind squeezing through traffic.
I have done that many times at that congested intersection.

What you see is not just a police car driving in front of the ambulance but a whole operation of the police.
Also the Rotterdam police is one of a kind with these kind of operations in the Netherlands as far i know.
