Actually, the neon tube makes a lot of sense because, as the quote goes, "nature abhors a vacuum". Once the cork is popped inside the bomb, the neon gas rushes out. But as the neon gas rushes out, it cannot be replaced by a vacuum, so it is replaced by the nearest substance. In this case, the phosphorus replaces the neon and the neon fills the vacuum (a 3 way reaction). I've seen this sort of thing done in a practical setting and it does work as you see it on this episode.

That makes no sense- the neon gas will go from high concentration(the tube), to low concentration(the vacuum), like any gas will, until a state of equilibrium is reached.

The only way the phosphorus could get pulled into the tube is if there is a lower pressure inside the tube than in the vacuum chamber, which is impossible.
