Ok, so maybe we did detect it. however, in 2000, Bill Clinton was slashing our Defense Budget by 60% and DOD (Hence NSA,CIA,FBI, etc) couldnt jump thru the hoops effectively b/c of the FISA law that the Dems still are stalling on. Go figure. -Good video clip
