The frequency the pipe resonatesonates at is related to the rpm of the motor, the lower the frequency the the lower the rpm that the pipe breaths best. by partially capping the end you drop the natural frequency of the exhaust pipe allowing a standing wave at lower rpm's then the motor breathes better.
