I'm pretty sure the blocks in the VIP series that always give you a mushroom/feather regardless of status are Map16-edited copies of the yellow and green ! blocks, not custom blocks. (Remember, if you use switch blocks through Map16, they'll either be always solid or always dotted.)

You can get the fire flower and then go back and get the feather.

Or, at least, you COULD if you could go back through those rope platforms.
