Thats no surprise, because theres claims that Locked Girl's based off of both Patchouli's Theme, and this song.

The relation is so well known now that some versions of locked girl use Laugh Maker instead, which is able to take the place of locked girl very well.

Some people like to make their own slide-shows with Laugh Maker (or rarely, Locked Girl) playing in the background while pictures they drew are being timed with the song's lyrics. The video you saw with Parsee in it is one of those videos.

Not saying Remilia was,the fact is Remilia just had a bad day. I don't think EITHER of them act like this on a daily basis. To be honest i don't think we've even seen enough of Flandre to say she would act like this.
