In FFXI if you actually bothered to look at the tail, I mean, it looks pretty fluid, so maybe takes too many polygons or something and motions.
Tail is moving though, they just didn't add a lot of motion to it. And this along with the other 3 came from a Japanese site, site no longer exists creator got rid of it.

Looks like they imported the videos, and used the animation for something else (which diddn't include the animation for the tail)
So the tail stays how it is xD (I dont know the actual terms, I don't model, but I know some of the basics)
