In response, his administration formed the "Office of Special Plans" to cherry pick intelligence that they used to build the case they presented to Congress as their justification for going to war against a country that was no threat to the US.

Meanwhile, bin Laden roams free; the Taliban continues to thrive in Pakistan; al Qaeda is following in their wake; Pakistan is unstable and has nuclear weapons...

Nowhere in the Aug 6th PDB was there any information at all about any details about what happened on 9/11. Only very general goals of Bin Laden. As a matter of fact, 99% of the threats reported in all PDB's are incorrect and never happen. So to pull one needle out of a haystack after the fact is a little disingenuous. When they heard about "potential hijacking" they contacted the FAA immediately. There was only so much they could do pre-9/11.
