(1)FAA got rid of the commercial pilot program that allowed pilots to be armed.

(2)NORAD & Dept Defense on 6/1/01,REVISED protocol to intercept "highjacked" airplanes.

(3)US Visa Program, started by State Dept, allowed EASY VISA'S (from Saudi Arabia) to enter into the US.

These 3 policies were changed/started in the few months PRIOR to 9/11.
