hold lowkick 6 seconds before finish him starts, then release it when close. Keep electrocuting by pressing lowkick + block rapidly.

Hold highpunch for 10 seconds before finish him starts, then release it when close. Very easy, but you just have to know how :)

Do you hold down while holding high punch?
Yes, you hold it down for 10 seconds (or more) before the end of the second round, then just stand as close a possible next to your enemy and release highpunch.
