I think he means that to a non English speaker that these accents would sound similar and would be hard to tell apart. He used Chinese dialects as an example, I'll use this; I had a German exchange student who spoke great english but he could not tell the difference between accents.Accents are hard to differentiate if you aren't familiar with the language.
