It's called being an overpopulated and developing country. The Chinese produce less pollution per person than North Americans or Europeans.

China has less air pollution than Democratic India, so it has nothing to do with being "communist". They have environmental laws, but they are frequently disobeyed. People there will care more about the environment as poverty decreases.

Their economic growth is pulling people out of poverty and that is saving more lives than the pollution is ending.

If there are two persons, each one of them must shift down to 50% and so forth. You understand the issue? With approx. 1.6 Billion people, China must shift down 3 times as much pollution per capita as in Europe. Its your population, not ours. The point is, air is a limited ressource. Calculating per capity is just silly.
