That is actually a pretty good idea. Most of them work so hard they barely have time to learn the language. Besides, it would help them assimilate the new culture. However, one of the reasons your idea won't work is that most of them would be afraid to come forward and claim the software because of the fear of being labeled "illegal". Still, SOME help should be given, even if it's not the Rosetta Stone software.
