I bet it's much less for reading Legalese - maybe even half that rate. And an A4 page can contain 450-500 words, using full margins. So I think your 14.5 hours to read may actually greater than 30 hours for reading and comprehending an 868 page Bill. Then there is the 1000 pages of amendments..... considering a busy schedule, I'd think these guys needs at least two weeks.

Get the federal government out of education... after geting it out of citizens pockets. I mean, if we want the states to regulate education, health care, etc they must regain the power to collect taxes. Some states could opt for more social spending and other states could opt for smaller government and deregulation: it would set up a healthy competition. Low federal taxes (e.g. no federal income taxes) are required for it to happen.
