If we were to leave a majority of the policies up to the states, there would be no voting rights act, equal hiring, civil rights protection, and economic opportunities for minorities and women. So, the federal government had to intervene to make sure civil rights, equal rights, and economic opportunities were implemented. This is not what conservatives and the GOP believe in and that's why blacks don't support them.
