It was the supreme office of national administration and was the equivalent of today's cabinet.
But the Japanese Foreign Ministry refused to comment further, saying a related investigation and analysis is under way.
It apparently undermines a claim by Japan's government and scholars that Dokdo historically belongs to the island country.
Contrary to the contents of the document, Japan has long maintained that the country effectively controlled the territory from ancient times and it reaffirmed its ownership in 1905 through a decree by Shimane Prefecture.
In a recent letter to Korea's Yonhap News Agency, Japan's Foreign Ministry said it was aware of an 1877 document sent by the Japanese Cabinet to other government offices as an official instruction.
The document describes Dokdo and nearby Ulleungdo as not being part of Japan, and says the islands should not be included in its territory on official maps.

Korean opinion about 独島 is on the assumption that 独島 is 于山.
However, there is no proof that 于山 is a 独島.
Korean oldest data, "三国史記"(1145) says that 于山 is 鬱陵島.
In the oldest map about 于山 in Korea "八道総図"(1486), 于山 is written to west from the 鬱陵島.
In practice, Liancourt is east-southeast.
More after, 于山 came to be written that it adjoins the east from 鬱陵島.

저기 태클은 아닌데요.. 이런 노래로 세뇌시키는 것 보다는 정말로 정확한 역사적인 자료라를 제시하는 비디오를 만드는 게 훨씬 좋습니다. 독도는 우리땅 노래 부른다고 다 되는 게 아니죠. 특히 외국인에게는 왜 영토가 자국 영토인지 사료 같은 걸 정확히 제시해야지 뭐 노래 부르고 한다고 설득력이 있는 건 아니니까요.

I'm rather interested in the credability of Korean claims over the islets in question.
It's queer and extraordinary that Korea claims that the islets (Takeshima/Dokdo)in question was discovered as long ago as 1,500 years or more,

however no Korean has ever been able to offer a plausible explanation as to why not even a single old Koeran map depicting the accurate location, size and shape of the isltes had been found until recent years.
I mean, What had old Korean people been doing for all those years (1,000 or more) after the time they claim they discovered the islets?

Of course you know, the islets in quesiton are tiny islets which in fact can fit in as little as 1km square area.
How can you depict such a small object INCORRECTLY for such a long time?
It's like you are making a sketch of lions in front of crocodiles.
With those, we Japanese can't belive the claims from Korea that the islets was discovered way long long, as long as 1,500 years ago by Koreans.

Japanese crimes were much worse than the Nazi's. Westerners don't know about it well. Although Germany was forgiven later by repenting throughly, Japan never sought forgiveness for their sins and even tried to hide single aspect of their dirtiest & inhumane crimes. They only pretend themselves and exaggerate to be the biggest victim of WW2 by atomic bombs. Although I like many Japanese personally, I hate these kind of national attitude of Japan and the ugliest nationalists behind it.

In a recent letter to Korea's Yonhap News Agency, Japan's Foreign Ministry said it was aware of an 1877 document sent by the Japanese Cabinet to other government offices as an official instruction.
The document describes Dokdo and nearby Ulleungdo as not being part of Japan, and says the islands should not be included in its territory on official maps.
