I think I know the answer. Both sentences are right and compatible, nonetheless. When Snake says "war has changed" he means that there once a time when wars were won by the braviest, not by the strongest, and that it was for ideals, not for money (look at the current oil wars if you don't believe this). Pelman says "war never changes" because, besides being or not for ideals, the result is always the same: destruction, terror and death. So yes, war has changed... but it never changes in the end

Even after the bombs fell in 2077 in the Fallout games, you still have several different types of segments of society warring against each other, cutting each other off from resources that I'm sure everyone needs on a basic level.
