it keeps the coils inside from over heating but some times it gets so hot it boils and flows out which casuses the coils inside to catch fire which im guessing thats what happened here
It's actually a 3-phase step-DOWN transformer bank, to supply a business probably. Most likely it would only cause an outage to customers hooked up to the transformers. But it looks like the fuses are intact, so it may have tripped a reclosing relay or blown lines fuses somewhere up the line.

The oil is for cooling the transformer. It cools by convection.

Power transfromers are oil filled. Oil, given a high enough temperature, can burn.

that's not a electrical meter its a pole mounted substation/transformer.
