I think you have your pin assignments wrong if the notch is facing up on your 4017 chip. Notch up, you have 1 through 8 pins down on the left and 9 through 16 pin, on the right, are from the bottom up…..
how did you not fry the leds with no resistors at 9v and you should put the leds in order 1 to 10 then you should get some diodes and make the night rider lights

Remember also that you can check an ordinary LEDs polarity via the small plastic rim around it's cap. The cathode side has a flat edge.

Hey, the leds did not need resistors because the 4017ic takes some power away, the battery is half dead, and I have high power leds.
